Located approximately halfway between Los Angeles and San Francisco, San Luis Obispo (often referred to locally as SLO) was founded in 1772 and is one of California’s oldest communities. Today, it is a vibrant small city of nearly 48,000 and its top employer is nearby California Polytechnic State University.
Southland Energy’s partnership with the PG&E SST program allowed for an exceptional contracting vehicle through which to provide a streamlined and timely path to a viable project. Moreover, Southland personnel’s past project experience on the waste water treatment plant yielded unique value and an excellent working relationship with the customer.
The primary objective of the resulting, $15M energy consulting project is to make the WWRF as energy-efficient as possible and combine that with on-site generation to reduce the facility’s overall carbon footprint and meet the net zero goal. To that end, the SST effort includes upgrading aging infrastructure (SCADA system, distribution pumps), water storage capacity and the UV system with new and more energy-efficient technology, as well implementing a host of energy-efficiency measures (lighting, variable speed pumping) and demand management strategies. Additional work will focus on water security, along with sustainability and water plan integration.
PG&E’s SST projects provide a wide-ranging energy analysis of the customers’ facility and identify efficiency measures that have appropriate payback periods. The goal is for the customers’ energy savings to be equal to or greater than the financing costs to implement the measures. Without recent legislation allowing for Southland’s turnkey design-build services, each portion of the project would need to be contracted separately with different vendors and, as a result, add considerable time, cost and effort to meet SLO’s goals.
